退税倒数！美国海关表示，已基本完成向进口商大规模退款的报关系统新功能第一阶段研发，将于20日启动相关关税退款工作。
据报道，海关计划采分阶段开发模式部署关税退款系统，在后续阶段将针对更复杂的业务场景增设更多功能。
美国最高法院2月20日公布裁决，认定美国《国际紧急经济权力法》没有授权总统征收大规模关。美国国际贸易法院法官3月4日作出裁决，要求海关与边境保护局在关税清算中不得依据《国际紧急经济权力法》征关税，这意味着此前依据该法征收的关税需退还。
