据报道，4月30日起，香港禁止任何人在公众场所持有另类吸烟产品（如电子烟、草本烟和加热烟）。消费者即使只是随身携带没有吸食，同样违法。一旦被查获，最低罚款3000港元，最高可被罚款5万港元及监禁6个月。
香港特区政府卫生署明确，新规没有过渡期，没有“首违免罚”，也不存在“首次违规先警告、后罚款”的教育机制。对于访港旅客会一视同仁，不会因为游客身份而豁免。
